COVID-19: UNDP Mozambique supports Government response

Mozambique is bracing itself for the impact of the novel Coronavirus-COVID-19. With 39 cases confirmed as of 19 April, the Government has declared a State of Emergency and is taking steps to meet the challenge of battling COVID-19. UNDP aims to support the efforts of the Government of Mozambique in protecting the lives and the livelihoods of its citizens, joining in on the wider United Nations response plan.

In this rapidly evolving environment, UNDP is reprogramming $3.15m of 2020 disbursement plans, also ensuring mobilization of additional resources in support of Mozambique, in order to enable adequate priority support to Mozambique in the COVID-19 context.

The health system capacities, faced with recurrent occurrences of other emergencies, requires strong support. In addition, the government estimates that COVID-19 could reduce GDP growth by half in 2020, while the leading business association fears losses of $355m for businesses. In line with an integrated approach, UNDP is also proposing to address some long-standing institutional challenges impeding core government functions at all levels which may severely limit the response if left unsupported. In these times of uncertainty, UNDP will need to keep required flexibility to respond efficiently and adequately to evolving needs as they emerge.

Health system strenghening

In full synergy with the wider UN, UNDP will focus on: The Strengthening of Surveillance Systems and laboratory capacities in support of an enhanced National Preparedness and Response Plan for Health; The procurement of essential medical supplies, medicine, and protective equipment; The rapid rehabilitation of local health infrastructure as well as operational capacities of the health department at the local levels.

Inclusive and integrated crisis management

UNDP’s offer will be structured around 2 main pillars: The leveraging of technology based solutions for continuity of core government functions and service delivery at three tiers of government, real time information sharing, and coordinated engagement; The effective support to Citizen information and engagement, private sector mobilization, community and volunteer programmes for greater social cohesion in the face of the crisis.

Address Socio-Economic impact

UNDP is already engaged in prospective analyses of the socio-economic impacts, and will continue to assist in the provision of analysis and information at a macro level, as well as support decentralized Data Analytics Centres for the planning and monitoring of preparedness, including through the digitization of disaster management; As part of wider UN support and beyond, UNDP will use its existing expertise and programming to support critical Livelihood and social protection  interventions.
