UNDP Mozambique Resident Representative opening remarks at the Post Disaster Needs Assessment Training

First of all, I would like to convey apologies from the United Nations Acting Resident Coordinator, Marcoluigi Corsi who could not be here this morning, currently on mission to Beira.

I would also like to join the EU and the World Bank in welcoming you to this two-day training.

After the outstanding ongoing humanitarian response that resulted from better cooperation and coordination by the humanitarian agencies, the Government requested us to assist with an assessment that systematically understands the full impact of the disaster in the affected areas, using the Post Disaster Needs Assessment methodology – that will be jointly conducted by the Government, the European Union, the United Nations and the World Bank.

The PDNA serves as a basis for developing a disasters recovery framework and is a vital tool for resource mobilization.

In this regard, this training is a very important component of our post disaster response. It will outline clearly the economic and social costs of the devastation caused by the disaster and how they impact communities, particularly the most vulnerable.  

Following the humanitarian phase, the PDNA will inform decisions by the Government, development partners and other actors, on how to rebuild infrastructure and assets to withstand the impacts of future disasters so that public investments are protected, losses minimized, and the development gains protected.   

The wholistic nature of the PDNA will also provide the capacity gaps at all levels allowing for a comprehensive recovery that not only rebuilds assets but also capacities, governance, access to basic services, empowers civil society and advances gender equality, thus following the principles of Building Back Better (BBB). 

The United Nations have been collaborating with the World Bank and EU for conducting PDNAs and preparing recovery frameworks in many counties. The PDNA process will further strengthen the partnership between development partners and government while at the same time providing valuable support to Mozambique for implementing recovery and resilience.
